SB 605

People should not have to pay higher interest rates when buying a car or not be able to rent an apartment because they get sick or injured. Medical debt should be removed from consumer credit reports and excluded from credit reports used in tenant and employment screenings. 

End of session update: SB 605 passed out of the Oregon House on May 29 and the Senate on June 9, 2025. It was signed by the governor on June 17, 2025, and goes into effect on January 1, 2026.

HB 3178 A

A car is often one of the most expensive purchases we'll ever make. Consumers should feel confident that car dealers will honor the loan terms they agreed to at the time of purchase. 

End of session updateThis bill unanimously passed as amended out of the House Committee on Commerce and Consumer Protection on April 1. Signed by Governor Kotek on May 14, 2025, HB 3178 introduces significant transparency and safeguards when financing a car purchase. This new law takes effect on January 1, 2026.

SB 539 A

In Oregon and across the county, consumers are spending too much and getting too little in return for health care. We shouldn't have to pay unexpected facility fees in addition to other expensive medical bills. 

End of session updateThis bill passed as amended out of the Senate Committee on Health Care on April 8 after the Alliance submitted testimony in support on March 13. While it did not pass into law this year, we're encouraged by the opportunity to revisit the bill in future sessions.

HB 2561 A

Online lenders like Check 'n Go and OppFi who partner with out-of-state banks should not be able to ignore Oregon's law that caps interest rates for consumer loans at 36%. Interest of 160% or more is unacceptable.

End of session update: The Alliance submitted testimony in support of this bill on January 28. This bill passed the House in February; however, it was never scheduled for a hearing in the Senate. While we are disappointed this legislation didn't pass, we expect it to come back in a future session.

SB 174 A

Oregon's Unlawful Trade Practices Act (UTPA) is a powerful tool for consumers to hold bad actors accountable when they are harmed by deceptive or fraudulent business practices. Insurance is currently the only major industry not covered by the UTPA and it should be added to the statute. 

End of session update: This bill passed as amended out of the Senate Committee on Judiciary on April 8. The Alliance submitted testimony in support on March 5. While the measure did not pass in 2025, we are grateful for the meaningful conversations with legislative champions who understand the need for adequate regulation to protect Oregonians from unfair practices in the insurance industry.
